We began a new year with the birth of a new century. With it we renew our energies making every effort to keep IADMFR members up to date on the most important activities, events and decisions related to our association and Oral and Maxillofacial Radiology at large.
After a beautiful summer in Brasil, we are able to publish the second Newsletter under our responsibility. The first Newsletter, mailed to members in November-December 1999, showed us the importance of the support provided by the Newsletter committee, board of directors, regional directors, and all other IADMFR members who kindly took their time to prepare and send their contributions to the association’s primary means of communication. Our success is the result of an international team work. Our “job” can be compared to that of the conductor of an orchestra who can only achieve a good performance when his/her orchestra is composed of great musicians. I am very glad to being able to work with the best “musicians” of all.
Thank you all for helping us put together the Newsletter. This stimulus, for sure, will make us try to improve it more and more for the future.
Before
finalizing, I could not forget to congratulate our colleagues from the
United States of America for obtaining recognition of Oral and Maxillofacial
Radiology as a specialty in the month of December/1999.

My wife, Lilian and I are going to the European DMFR Meeting in June of this year. Costa Tsikakis and his team must be congratulated on organising an excellent scientific and social programme for this meeting. Colleagues from outside of Europe will be very welcome, and no one should turn down a chance to visit the wonderful city of Athens.
Congratulations are also in order for our colleagues in U.S.A. who recently gained the recognition of Oral and Maxillofacial Radiology as a national dental specialty. Well done! This Association will always support colleagues who are endeavouring to get formal recognition of our specialty in their own country. This is one of the best ways to improve the profile of DMF Radiology.
The British Society of Dental and Maxillofacial Radiology will be meeting in Birmingham on 13th & 14th April 2000, under the presidency of John Rout. Again colleagues from overseas are welcome. At this meeting the organisers of Glasgow 2001 will be discussing arrangements for the 13th ICDMFR. Laetitia Brocklebank will be updating you on the 13th ICDMFR in this Newsletter.
We also hope to attend AAOMFR in Nashville in November of this year, and look forward to meeting Colleagues who will be attending that meeting.

At the Board of Directors Meeting in Osaka last year, ways of ensuring the continued sucsess of the Association were discussed. We need a strong, enlarging organisation in order to survive and help each other around the world.
One way to ensure this would be to improve the representation of all members of the Association. Therefore the Constitution and Byelaws Committee of the Association were asked to discuss this matter and formulate proposals in time for the next Congress. These proposals are summarised below, and I would welcome any comments from the membership of the Association:
1. Every contry with any members elect or nominate a National Representative.
2. Countries with a large membership may be entitled to have more than one Representative.
3. There should be a meeting of all National Representatives with the Board of Directors at every International Congress to report and be updated on Association matters.
4. The Board of Directors should be smaller and elected either by:
a. National
Representatives, or
b. the
General Assembly.

1. Welcome and Opening
of the Meeting: H. Fuchihata, President
Prof.
Fuchihata opened meeting, welcomed the members of the IADMFR, and
thanked all of the attendees for their support.
2. Minutes of the General
Assembly June 27, 1997 Louisville, USA
The minutes
of the 1997 ICDMFR, distributed previously through the newsletter were
accepted unanimously.
3. Report of the Secretary
General: G. Sanderink
Professor
Sanderink highlighted the move of secretariat of the organization to Amsterdam.
He also
detailed the production and distribution of the membership pamphlet. Sanderink
reported that there were 20 new applicants at this meeting and felt that
a goal of 750 members was obtainable. An idea for an on-line version of
organization’s journal as well as a digital contact/bulletin board was
presented to the membership for their consideration and discussion. His
report was passed unanimously.
4. Report of the Treasurer/Finance
committee: Dr. Habets
Habets
presented his report accompanied by tables of the budget for discussion.
He informed the assembly that the membership dues would remain stable until
2001. The organization was in “good shape” financially. The report
passed unanimously.
At this point Secretary General Sanderink introduced the members of the Board.
5. President’s Report:
Prof. Fuchihata
President
Fuchihata informed the congress that there were 400 registrants which represented
a good turn-out for the organization. Dr. O’Riordon asked the assembly
to “publically thank” Professor Fuchihata and his organizing committee
for the incredible, excellent job they all did with the congress. The assembly
responded with a rousing round of applause.
6. Editor’s Report: Mr.
Hirschmann
The editor
highlighted the idea for an idea for introducing the term “Maxillofacial
Informatics” into the title of the journal, and suggested the organization
consider a change to “Maxillofacial Imaging and Informatics” for the year
2001. He also announced the appointment of Douglas Benn as Associate Editor
of the journal. Hirschmann went on to announce the winners of the prize
for the “Best Paper” published in Dentomaxillofacial Radiology since July
1997. The winners of the Second DMFR Prize were Drs. Ida, Tetsumura, Kurabayashi
and Sasaki, Tokyo Medical and Dental University, for their paper “Periosteal
New Bone Formation in the Jaws”, published in DMFR (1997) 26:169-176.
Neill Serman asked
the members present to request that their libraries subscribe to DMFR.
The editor’s report
passed unanimously.
7. Trust Fund Committee
Report: Mr. Lovelock
Lovelock
reported a current balance of $187,353. For 1999 which would be $196,094
with interest. He stated that 80% of the amount had been invested because
no projects for funds had been submitted for consideration. Discussion
ensued about possible projects and travel support for “junior members’
to attend the congresses. The report passed with 1 abstention.
8. Standing Committee

Report
were given by chairs of the following committees.

Research Committee: Grondahl suggested establishing a database for the exchange of information about or between radiologists conducting research projects.
9. Constitution
and Bylaws Committee: Mr. Lovelock
Dr. Lovelock reported that his committee will be looking at process of
“electing” membership to various positions and committees in the next 1-2
years. A motion to accept his report passed unanimously.
10. Report of Nominating
Committee: Mrs. Brocklebank
Brocklebank outlined the nominations for the new slate of Officers/Regional
Directors for the next term. Welander made a plea for
the nominating committee to introduce newer, younger members
to all committees. Ten standing committees were proposed including
a new committee, the “Guidelines Committee”. The motion to accept
the slate of candidates was passed with I abstention.
11. Proposal to hold next
Congress in 2003 (Brazil): Costa/Langlais
Professor
Costa, the President for the congress in Florianopolis in Brazil, had asked
Professor Langlais to read his report to the Board earlier in the week.
From the report and discussion the Board decided to set the
date for the meeting for May, 2003.
12. Ad Hoc Committee on
the Two or Three Year Cycle for IADMFR Congresses: Sanderink
Sanderink
informed the assembly that in 2001 (Glasgow) a decision has to be made
about the cycle and the site (2005 or 2006). He reported that an ad hoc
committee was examining data to determine whether or not the
congress would remain on the 2- year cycle or return to a 3-year
cycle. No proposals were made for either 2005 or 2006, pending
the review of this ad hoc committee.

14. Introduction of New
President:
The President
Elect of the IADMFR, Professor Edemir Costa, was introduced by Sanderink.
15. Closure
Professor
Nortje of South Africa made a public comment that this had been the best
poster sessions in for the organization in his 30 years of attending.
Professor Schiff informed the assembly that the next vote for specialization for Oral and Maxillofacial Radiology in the USA would be held in the ADA House of Delegates sesssion at the annual meeting in Hawaii in October.
Dr. Schiif also asked that the president of the IADMFR send a letter of support to the ADA President. Serman publicly thanked the Executive for their hard work. Brocklebank expressed the opinion that the format of meeting for 2 days prior to Congress for the board members of the organization worked extremely well, and felt it should be continued.
The meeting was adjourned.

The International
Association of Dentomaxillofacial Radiology, in accordance with its Objectives
(Article 2), enables members of good standing who can demonstrate excellence
in proficiency and/or achievements in the discipline, to apply for Fellowship
of the Association. Fellowship status shall be granted to deserving members
of the Association, having had their credentials reviewed by a committee
of fellows and honorary members of the Association.
The requirements for eligibility
are:
1. Membership of the International
Association of Dentomaxillofacial Radiology (IADMFR) for a
period of five (5) consecutive years.
2. Attendance at and active
contribution to at least two IADMFR Congresses.
3. Demonstration of recognition
as a specialist in DMFR or a related science.
4. Demonstration of outstanding
proficiency or achievement in DMFR or a related science in
one of more of the following: Education, Research, Publication, Administration
Fellowship Application Procedure
Application
forms for Fellowship are available from, and should be returned to,
the Secretary General of IADMFR, in accordance with these instructions.
The application form is also available at the IADMFR web site. Applications
may be submitted at any time, but in a Congress year must be received no
later than January 31st for processing at that Congress. The deadline
for the next application procedure is January 31, 2001. Applications
received after this date will be deferred for consideration at the subsequent
Congress.
A non-refundable
fee of US$400, payable to IADMFR, must be submitted at the time of application.
Unsuccessful applicants may resubmit an amended application together with
a further non-refundable fee of US$200 on each occasion. The Board
of Directors will review the level of fees periodically.
The Committee
may invite the applicant to attend an interview to assist in their decision
making process. The Fellowship Committee will consider all the information
submitted with an individual’s application, and make a recommendation to
the Board of Directors for approval; the General Assembly must ratify approval
by the Board of Directors.
The status of Fellow and
the use of the title “Fellow of the International Association of Dentomaxillofacial
Radiology,” and the letters FIADMFR are dependent on a continued membership
of, and good standing in, the Association.
PURPOSE
The purpose
of this award is to encourage research in maxillo-facial imaging and to
stimulate interest in the IADMFR.
CRITERIA
The following
will be considered:
1. Original
research limited to any aspect of maxillofacial imaging;
2. originality
and design of the investigation;
3. quality
of the data produced;
4. suitability
of the methods of analysis used;
5. scientific
value of the work;
6. quality
of the poster presentation;
7. demonstrated
mastery of the subject.
The applicants must state that he / she is prepared to deliver a paper at the next Scientific Meeting should they reach the finals of the competition. The applicant must be a member of the IADMFR.
ELIGIBILITY
The award
is given at the banquet of the Scientific Meeting of the IADMF Radiology
to post graduate students in a recognized maxillofacial radiology program
or to junior faculty within 5 years of graduating. The candidate must be
nominated for the award by their program director (or the dean).
More than one student can be proposed from the same school if the program
director / dean deems them eligible. The program director or dean must
attest to the status of the contestant.
AWARD
All the
finalists will be required to present their papers on the research at that
Congress.
1. The
first prize will be $7,500
2. The
second prize will be $2,500
3. A
certificate will be presented to all the finalists at the banquet.
4. People
who do not present their papers at the meeting are automatically excluded
from the competition.
5. The
winners will be announced at the banquet where they will be resented with
a check and a certificate.
If there is no deserving research paper, there will be no contest at the scientific meeting and no award will be given.
PUBLICATION
All the
finalists must submit their manuscripts on the research to the Dento Maxillo
Facial Radiology Journal at least 1 month before of the Scientific Meeting.
The manuscript will be peer reviewed, as other manuscripts submitted to
the journal.
DEADLINE
The deadline
for submitting the research paper abstract for that meeting, shall be the
same as the deadline for submitting abstracts. Thus, the applicants are
to submit the manuscripts to two separate places.
SELECTION COMMITTEE
The selection
committee will consist of the editor (chairman) plus one representative
from Europe, the Americas, Asia and one from the rest of the world combined
making a total of 5. The Editor of the Journal is the chairman
of the selection committee.
The selection
committee must be appointed at the Board Meeting for the following meeting.
The judges are expected to research the manuscripts sent to them and be
at the meeting to do the judging.
The Selection
Committee will determine the finalists. The finalists must be informed
3 months prior to the meeting. Should one of the finalists inform
the selection committee that they will not be present at the meeting, another
application may be chosen.
For the
first contest an ad hoc selection committee will be proposed and
approved by the Board.
APPLICATIONS
Five
copies to be sent to the editor by the deadline stipulated above. Applications
received after the deadline will be accepted at the discretion of the Selection
Committee.
SCIENTIFIC SESSION.
There
will be a session at the beginning of the Scientific Meeting where the
finalist papers will be presented and judged.
CO-AUTHORS
Coauthors
are acceptable but competitors must include a covering letter explaining
the contribution of each of the authors. Part of the role of the judges
will be to decide if the contribution is sufficient to allow them to enter
the competition. Only the first author will be awarded the prize.
The winners will be announced at the banquet where they will be presented with a check and a certificate.

The volume
includes the most up-to-date topics and we hope it will contribute to the
advancement of research in the field. We received a total of 140 manuscripts
and the editing has been completed. I have been informed that the Proceedings
is now being printed by Elsevier Science B.V. in Amsterdam and will hopefully
be distributed to the contributors and all
other participants within
a couple of months.
Oral and
maxillofacial radiology now holds a secure position as a branch of dental
science and dental medicine. Through the congress, the direction in which
we, oral radiologists, should head as we begin this new century was clearly
indicated.
Thus, this publication will not only be a record of the congress, but also a milestone of our scientific activities in promoting the further advancement of dental science and dental medicine.

Arao Rumel, President and founder of the Brazilian Association of Oral Radiology, was a great organizer and visionary. He honored me with his friendship and appreciation, and I had the privilege of working with him during the difficult stage of the formation and development of our Association at a time when many doubted the feasibility of this project.
We were aware that the Brazilian case was still pending and they deserved a chance. However, it was not until May 1996 that this possibility became more feasible after the successful First Latin American Meeting of Maxillofacial Radiology organized by the Brazilian Association of Oral Radiology in Bahia, Brazil, under the Presidency of Professor Edemir Costa.
One year later, in June 1997, at our 11th Congress of Louisville, USA, Brazil’s application to organize a future congress was approved for the first years of the new millenium.
In my capacity of First President and founder of the IADMFR, I was very pleased to know that at our recent 12th Congress of Osaka, Japan, Professor Edemir Costa, of recognized prestige in our specialty, had been appointed President-Elect of our Association and will be the chairman of our 14th Congress, to be held in the beautiful city of Florionopolis, Brazil, in the year 2003.
There is no doubt in my mind that this 14th Congress, the second to be held in South America after 35 years, will be a triumphant return to this continent that saw the birth of our Association and will be an unforgettable meeting. I believe we might dedicate this congress to the memory of the late Professor Rumel, who did not have the happiness of seeing his dream come true and for which he worked with such devotion. I am sure that he would have been happy to see that his hard task was worth the effort.

The 13th International Congress of DentoMaxilloFacial Radiology will take place over a fewer number of days than previously, but without any reduction in activities - scientific and social. It will take place at the Royal Scottish Academy of Music and Drama (RSAMD, web-site: http://www.rsamd.ac.uk/data/welcome.htm ), from Sunday 5 August to Wednesday 8 August.
The RSAMD is a modern building situated in the central part of Glasgow, within walking distance of hotels, shops, restaurants, and art galleries. The Congress will include the usual successful mix of invited speakers, scientific presentations and poster presentations, with a traditional Scottish flavour strongly evident in the opening ceremony and social events in the evenings. The timing of the Congress, which will commence on the Sunday, will mean that delegates can take advantage of flight deals which offer lower fares when a Saturday night is included.

We hope that you will stay for longer, either before or after the Congress. As an appetiser before we are offering a Pre-Congress Course on Saturday 4 August which will take place at the Royal College of Physicians and Surgeons of Glasgow (RCP&S, web-site: http://www.rcpsglasg.ac.uk/). The RCP&S was founded in 1599, and occupies a series of adjacent .
Georgian houses in St. Vincent Street - once the Harley Street of Glasgow, where fashionable doctors had private consulting rooms. This will be an opportunity to be a part of one of Britain’s respected Royal Colleges, and to see a completely different architecture and furnishings to the modern RSAMD. The Pre-Congress Course will have two themes: selection criteria in dental and maxillofacial radiology, and maxillofacial informatics. The invited speakers will be drawn from around the world, and the topics will be quite distinct from those selected for invited speakers at the Congress. The Pre-Congress Course will be followed by an optional social event at the renowned Burrell Collection which will be open to delegates and accompanying persons, so that all those that arrive on the Saturday can enjoy this opportunity to visit a fantastic collection of artefacts, established during the British Victorian period.

However, we do participate in multidisciplinary meetings, as in the 30thInternational Congress of the Argentinian Dental Association (A.O.A.), celebrated from the 4th to the 7th of December, 1999. On this ocassion, theCongress had a chapter on radiology related to the different specialities:Periodontology, Dentomaxillofacial Surgery, Prosthetics and Implants, where the different conventional techniques plus tomography and NMR were evaluated. This activity had great acceptance. Likewise, from October 13 to 16, the 19th International Sessions of Dentistry will held, organized by the Dentistry Circle of Cordoba (C.O.C.). This meeting shallhave a session dedicated to dentomaxillofacial radiology with a four-hour-course, conferences and discussion tables where outstanding specialists will take part and where the tendencies of radiology in the newmillenium will be seen. In all these events, the IADMFR is advertised in order to look for new members. We are working to increase the number ofargentinian members with the hope of being able to reach in a brief time the amount of 50 members in our country, so as to have a greater presencein the meetings of Glasgow and Florianopolis.
Lastly, I like to express my position about the designation of Argentina asthe seat of the 4th Latin American Meeting of the IADMFR (designated in the2nd Latin American Meeting in Lima, Peru). I shall point out that thepostulation of Argentina as seat was done without my having been asked. My position will reach the 3rd Latin American Meeting in Cartagena, Colombia(June 15 to 17), since I consider that those events should be organized under the Regional Director’s responsability.

The 40th Congress of Japanese
Society for Oral and Maxillofacial Radiology (JSOMR) was held from October
27 through October 29, 1999 at
Yokosuka city, chaired by
Professor Isamu Kashima of Kanagawa Dental College. One hundred and four
scientific papers were reported. During
the period of the meeting,
some satellite meetings such as the 8th meeting of practical applications
of computer, the 12th meeting on
radiation therapy and symposium
on dental digital CR system on " Den Optix" were held. Dr. Kashima proposed
the theme of the Congress as
"Technology Renascence",
which means "Look back over the genesis for further progress of the current
scientific culture in the near future"
to commemorate the 40 th
anniversary of JSOMR. Under this exciting theme, various events and special
lectures open to general citizen were
held as follows. Special
lectures: "Possibilities of life with medical care and welfare" by famous
writer Mr. Kunio Yanagida. "Problems on
cancer treatment" by Dr.
Makoto Kondo, who is the doctor in the news on controversial problems on
cancer treatment in Japan. The fantastic
events: "Dream art 99, which
is a fused artistic concept of "Genesis of genesis in genesis” and “Able
art 99”. Other special lectures: “Research methodology for successful products
- A case study”by Dr. Lothar Jeromin. “Strategic imaging in dental implant”
by Professor Takashi Yosue. Luncheon seminar “Diagnostic approach to oral
soft tissue lesions” by Professor Takashi Kaneda.
“99 Annual Meeting of Diagnostic Imaging for Oral and Maxillofacial lesions was held at Fukuoka city on May 13 through 14, 1999 chaired by Professor Shigenobu Kanda. This meeting has been stablished to promote the progress of research and disgnostic imaging and related field of Oral and Maxillofacial region and mutual exchange among the members under the Disgnostic Imaging Section of JSOMR.

The joint conference with
the 42 nd Kansai (West Japan) and the 31 st Kyushu districts of JSOMR were
held on November 27, 1999 at Hiroshima

The 183 th meeting of Kanto
district of JSOMR was held at Tokyo on December 11,1999 chaired by Professor
Takashi Yosue. Twelve papers and images of 2 clinical cases were presented.

We are all sure that the world fraternity of maxillofacial radiologistsbreathe a sigh with the success of the belated recognition ofmaxillofacial radiology as a specialty in the US. Many countries nodoubt are amazed that we did not achieve this recognition a long timeago as it benefits so many. On the other hand, this recognition will help many countries who are battling the same obstacles that we encountered for too long in their fight for recognition.
The Annual Session of the AAOMF Radiology took place this year again in Chicago, December 1-5, 1999, at the Regal Knickerbocker Hotel, locatedat the end of Chicago’s famous Magnificent Mile. Additional space forthe commercial exhibit was welcomed by the attendees. Chicago, famous for its modern architecture, was brightly decorated for the holidays. We hadmany overseas members and friends attending the meeting this year.
We met again with the Radiological Society of North America and to alsocelebrate our 50th anniversary. We were given free passes enabling to visit the RSNA meeting and the shuttle buses were very convenient. TheCline Fixott, Snr, memorial lecture was on ultrasound. The poster presentations were of a high caliber and were examining with great interest.
In addition, we met jointly with the Canadian Academy of Oral and Maxillofacial Radiology who arranged the Special Focus Group in the form of a case exchange discussion. This is a regular feature of the CanadianAcademy’s meetings at it was a great success and very stimulating. It is hoped that this will be an annual feature of the meeting.
The Friday night, Chicago at Night tour was a great success with dinner and entertainment at the Chicago Yacht Club. The magician knowns as TheSleek Thief, kept us fascinated with his mixture of magic and thievery! Wewere picked up at the Regal Knickerbocker in deluxe motor coaches, inwhich we toured the city before dinner. Chicago at night is spectacular!
Our special guides made the city come alive for us with sparkling stories about the people and places that made the city what it is today.
We are looking forward to meeting all our old friends in Glasgow and making a few new one’s in our fraternity. We wish the orgainisersthe best of luck in their endeavours.

The following are two important announcements from the American Board of Oral and Maxillofacial Radiology (ABOMR).
First,
during the 1999 annual meeting of the ABOMR Board of Directors a motion
was made and passed to establish a waiver period for educational requirements
of five (5) years, extending to January 1, 2005. It was the consensus of
the Board that five (5) years would be an adequate period for graduate
programs in Oral and Maxillofacial Radiology to be
accredited by the ADA Commission
on Dental Accreditation. This waiver would exempt those who apply to sit
for the Board between January 1, 2000 and January 1, 2005 from the formal
education requirements to be established by the ADA Commission on Dental
Accreditation. The rationale for this decision was that a waiver period
of this length will
allow those who have completed,
or will complete, an advanced education program in Oral and Maxillofacial
Radiology not accredited by the ADA Commission on Dental Accreditation
time to apply for examination. These individuals will still be required
to satisfy the educational requirements of the ABOMR for eligibility.
Second, a motion was made and passed that effective January 1, 2001, only applicants who have completed graduate radiology programs in the U.S. or Canada will be eligible to sit for the certifying examination of the ABOMR.

- Dr. Gerard Sanderink, our Secretary General, will be giving a course in Brasil during the X Brazilian Meeting of Oral and Maxillofacial Radiology, promoted by ABRO (Brazilian Association of O&MF Radiology). The event will take place in Passo Fundo, RS, from June 22 to 25, 2000.
- Still in Brasil, another of our distinguished members, Dr. Christoffel Nortje , also from the editorial board of DMFR and regional director of IADMFR for Africa, will be giving a course during the IX Dental Congress of the State of Santa Catarina and I International Congress of the State of Santa Catarina. The event, promoted by the Brazilian Dental Association, will take place in Florianopolis, SC, from October 11 to 14, 2000.
